Whenever I select any changes in the Bing "settings" the changes are never saved. I click "Save" but the safe search, location, display and suggestions revert back to the default settings. I used to be able to change all of these settings with no problem.

Open Microsoft Edge and press Ctrl + Shift + P. Once you have opened InPrivate browser, follow try changing the settings. If this doesn't help then answer the following question, Are you 18 years and above, if not then you will not be able to make changes to Bing safe search settings.
