If you have, let's say 4 enchantments, then you have to put 2 books to remove the first two, and 4 books to remove all of them.

Lure does not "counter" luck of the sea, but it does seem to have priority. And Silk Touch is nice too, you'll find it useful when you get an Ender Chest or if you want to collect ice, mycelum, podzol, grass blocks etc.
