  2. Winter Garden was established in 1903 and officially incorporated as a City in 1908. The first Mayor of Winter Garden was A.B. Newton. The population of Winter Garden had grown to over 1,000 people by 1920, and the city had quickly become the center of commerce and agriculture in West Orange County.
    Built on the back of the citrus industry during the end of the 19th century, Winter Garden has consistently grown for over a hundred years. Walking through the city you can see the success that Winter Garden has effectuated since the very first election in 1903 transformed into a modern haven for art, community, and economy.

    Winter Garden, initially settled in the 1850s, began to grow significantly after the arrival of the railroad in the 1880s. Early settlement consisted of scattered farms and homesteads along the south shore of Lake Apopka. The local economy depended largely on citrus and vegetable production.
