The submission process starts in the same way for each of MDPI’s journals, by clicking on “Submit” on the journal website. Papers are submitted via SuSy (MDPI’s Su bmission Sy stem), at https://susy.mdpi.com .

Submission Process. Manuscripts for Processes should be submitted online at susy.mdpi.com. The submitting author, who is generally the corresponding author, is responsible for the manuscript during the submission and peer review process.

Following resubmission, the editorial process will continue as normal (https://www.mdpi.com/editorial_process). To ensure an efficient and effective peer-review process, the same reviewers will be invited to review the resubmitted manuscript.

Authors should begin the MDPI submission process by choosing which journal they want to submit to based on the aims and topic of their manuscript. This process can be simplified by using the dropdown menu on the authors’ page, which displays all journals at MDPI.

I contacted the journal editor and an ethics address for MDPI to inform them about this misconduct (the resubmission of a rejected paper under a different title; I had not noticed the Special Issue aspect at that time).
