a raw damage based build would be doing around 500 damage per hit. a critical strike based build would be doing around 800 per hit. i got nearly 8000 more single target dps with the crit build than the raw damage build. not quite double, but significantly more. (this was all in classic mode with no buffs) id does not, in fact, "balance out"
