It's pretty much a guarantee that Bardock is in Hell. Episode of Bardock was based on a spin-off manga created by Naho Ooishi independently of Toriyama (though he did design Chilled and the Plantiens).

By the anime logic, Bardock should have been chillng in hell because all his evil acts don't make a quarter of the atrocities that Frieza did to humanity, yet he was allowed to keep his body whether you go by the anime or the manga.

Bardock hasn't meet Goku because canonically if you go to hell you lose your body, doesn't matter how strong you are, if you are evil you go to hell lose your body. That is why Goku couldn't meet anybody from his race, almost all of them went to hell and either don't have a body or reincarnated.

Bardock (バーダック Bādakku) is a low-class Saiyan warrior, the husband of Gine, and the father of Raditz and Goku. He makes his debut as the titular protagonist of the 1990 TV special Dragon Ball Z: Bardock - The Father of Goku.

Bardock – In the Dragon Ball Z: Tenkaichi Tag Team scenario "Bardock, The Return of a Saiyan", it is said that Bardock ended up in Hell after his death, though he knows of a way to temporarily leave. Killed by Frieza.
