It's the newest one, 3 years will not be a significal price drop 2. There's a high chance that Activision controls how often it goes one sale (yes sometimes the developer is the one, but this could very well be the case)

To the point that it has increased its sale numbers by almost an entire extra 1/3th (after Sekiro's release year), reaching 10 million copies sold after 4 years.
