    I was just wondering if "to" could be acceptable, i.e.- deploy an application to a server. No. I think your question arose because of the word "deploy" which, militarily, means to put soldiers in the right place for action. Usually it isn't followed by anything else but I suppose one could say "I am deploying my army to that field over there".
